This collaboration aims to expand Tex Cycle’s scheduled waste management capabilities, with a particular focus on specialised waste streams such as e-waste.

Under this agreement, both parties will leverage on each other’s scheduled waste codes issued under the Environmental Quality (Scheduled Wastes) Regulations 2005, allowing them to manage a broader range of scheduled waste categories. The collaboration enhances opportunities for cross-industry expansion, operational synergies, and the ability to provide end-to-end sustainable waste management solutions across Malaysia.
Victory Recovery Resources, founded by Datuk Ir. Dr. Joseph Heng Weng Long, is a fully licensed full-recovery facility, holding 17 Scheduled Waste (SW) codes under the First Schedule of the Environmental Quality (Scheduled Wastes) Regulations 2005. Its portfolio includes specialised codes such as electrical & electronic waste (SW 110), spent oils and oily sludge, contaminated rags, inks and paints, as well as metal-bearing and solvent wastes. With over 20 years of operational experience, Victory Recovery focuses in treating, recovering, and recycling a wide array of scheduled wastes, making it an ideal partner to complement Tex Cycle’s strengths in environmental compliance, renewable energy recovery, and niche waste stream management.
Mr. Gary Dass A/L Anthony Francis, Group Chief Executive Officer of Tex Cycle commented, “This collaboration marks another important step in Tex Cycle’s journey to expand our environmental solutions footprint. By collaborating with Victory Recovery Resources, we are now in a stronger position to capture opportunities in specialised waste streams, particularly e-waste.
