Samaiden Marks Major Construction Milestone For LSS5 Solar Project in Pasir Mas, Kelantan

Samaiden Legasi Timur Sdn. Bhd. (“SLT”), an indirect subsidiary of Samaiden Group Berhad (“Samaiden” or “the Group”), today marked a major construction milestone for its Large Scale Solar 5 (“LSS5”) project in Pasir Mas, Kelantan (“the Project”). Samaiden is a renewable energy specialist principally involved in the development, engineering, procurement, construction and commissioning (“EPCC”) of renewable energy systems and power plants. The milestone reflects the steady progress of construction and the Group’s strong project execution capabilities.

The milestone celebration was officiated by YAB Datuk Amar Haji Fadillah bin Haji Yusof, Deputy Prime Minister and Minister of Energy Transition and Water Transformation and attended by YAB Dato’ Panglima Perang Ustaz Dato’ Haji Mohd Nassuruddin bin Haji Daud, Menteri Besar of Kelantan, YBM Tengku Kaya Perkasa Dato’ Dr, Tengku Mohamed Faziharuddean Bin Tengku Feissal, Kelantan State Secretary and YB Dato’ Dr. Haji Izani Bin Husin, Executive Councillor for Public Works, Infrastructure, Water and Rural Development, Kelantan. The event reflects the strong collaboration between the Federal Government, the Kelantan State Government, Perbadanan Kemajuan Iktisad Negeri Kelantan (“PKINK”) and the private sector in advancing Malaysia’s renewable energy agenda.

The Project is located at PT 19602, Kampung Serongga, Mukim Apam, Gual Periok, Pasir Mas, Kelantan, on approximately 162 hectares (400 acres) of land leased from PKINK under a 23-year land lease agreement. Awarded under Malaysia’s Large Scale Solar 5 (“LSS5”) Programme on 23 December 2024, the Project progressed through several key milestones, including the execution of the Power Purchase Agreement (“PPA”) with Tenaga Nasional Berhad (“TNB”) on 17 March 2025, the execution of the long-term land lease agreement with PKINK on 26 May 2025, the achievement of Financial Close (“FC”) with Bank Islam Malaysia Berhad on 15 December 2025 and 24 April 2026 for SLT and GVU, respectively, and the receipt of the necessary regulatory and local authority approvals on 29 June 2026, paving the way for the Project to enter the construction phase.

The Pasir Mas development comprises two utility-scale solar projects under the LSS5 Programme. SLT is developing a 99.99MWac solar photovoltaic (“PV”) facility under Package 3 of the LSS5 Programme which will be connected to PMU Rantau Panjang via the 132kV transmission network, while the neighbouring GVU Fajar Timur Sdn. Bhd. (“GVU”) project comprises 27.60MWac under Package 2 (Bumiputera), which will be connected to PMU Lemal via the 33kV distribution network. Together, the integrated development represents a combined installed capacity of approximately 196MWp.

Chairman of Samaiden Legasi Timur Sdn. Bhd., Datuk Wira Mohd Anis Hisham, said, “Today’s milestone marks the successful transition from planning to execution, signifying the commencement of full-scale construction. It reflects our readiness to deliver a large-scale renewable energy development safely, efficiently and according to schedule while demonstrating the strong collaboration between the Federal Government, the Kelantan State Government, PKINK and our industry partners. This milestone also reflects the trust and shared commitment among all stakeholders in advancing Kelantan’s renewable energy development while supporting Malaysia’s National Energy Transition Roadmap (“NETR”).”

“The integrated SLT and GVU developments are expected to strengthen Kelantan’s position as an emerging renewable energy hub while creating lasting economic value for the state. Together, these projects represent one of the largest utility-scale solar developments in Kelantan. Beyond generating clean electricity, they will create employment opportunities, support local businesses and contribute meaningfully to the state’s renewable energy ecosystem,” he added.

As the developer of the Project, SLT is backed by its parent company, Samaiden, an established renewable energy specialist with proven expertise in the EPCC of renewable energy systems and power plants. Samaiden Sdn. Bhd. has also been appointed as the EPCC contractor for both the SLT and GVU projects, reflecting the Group’s capabilities to deliver large-scale solar developments. Since 2017, Samaiden has participated in the Malaysia’s LSS programme from LSS1 through LSS5, establishing a proven track record in the successful delivery of utility-scale solar projects nationwide.

Together with its ongoing 9.99MWac EPCC project in Tok Bali, Kelantan, Samaiden is expected to establish an approximately 210MWp LSS5 project footprint across the state, reinforcing its position as one of the leading renewable energy developers and EPCC contractors for utility-scale solar developments in Kelantan. This further strengthens Kelantan’s role in advancing Malaysia’s clean energy transition through the continued deployment of utility-scale renewable energy projects.

The Project also reflects Samaiden’s long-term commitment to developing local talent, creating employment opportunities and supporting the Kelantan economy. The is led by many Kelantan-born professionals who are contributing their expertise, experience and commitment towards the development of their home state demonstrating the Group’s confidence in local expertise. In addition, local subcontractors are actively participating in the Project, contributing to local employment and business opportunities, strengthening local supply chains and contributing directly to the state’s economic development.

SLT also acknowledged its valued development partner, GVU Fajar Timur, for its collaboration in delivering the integrated Pasir Mas solar development. The collaboration reflects the shared vision of both parties in delivering high-quality renewable energy infrastructure while contributing to Kelantan’s long-term sustainable development. The collaboration further reinforces Samaiden’s position as one of Malaysia’s leading utility-scale solar developers and EPCC contractors, backed by a proven execution track record across multiple LSS programmes and a long-term commitment to supporting Kelantan’s renewable energy development and Malaysia’s energy transition.
